The comprehensive revitalization of rural areas is a top-level design made by the Party Central Committee, with General Secretary Xi Jinping at its core, based on the historical background of China's comprehensive construction of a socialist modernized country and the great rejuvenation of the Chinese nation. It reflects the Party Central Committee's persistence, consistency, and gradual transformation in the construction of agriculture, rural areas, and farmers' "three rural" work. The construction of rural civilization is an inevitable part of the comprehensive revitalization of rural areas and an important measure for building a modern new countryside. The 19th National Congress of the Communist Party of China confirmed the major decision to implement the rural revitalization strategy and put forward the general requirements of "prosperous industries, livable ecology, civilized rural culture, effective governance, and prosperous life". Studying the construction of rural culture from the perspective of comprehensive rural revitalization can theoretically clarify the internal logic of rural culture construction empowering the rural revitalization strategy, the challenges brought by the current situation of rural culture construction, and explore the effective path to comprehensively promote rural culture construction in the new era. It lays a solid foundation for comprehensive rural revitalization, injects wings for takeoff, and provides a new perspective for the development of rural construction in the new era.

1. The Inner Logic of Empowering Rural Revitalization Strategy with Rural Civilization Construction

Comprehensively realizing rural revitalization is an inherent requirement for building a socialist modernized country and realizing the great rejuvenation of the Chinese nation. From the perspective of rural revitalization, it is not difficult to find that the construction of rural civilization plays an important role in the "five in one" of politics, economy, culture, society, and ecology. The constituent elements of rural civilization mainly involve five aspects: social life, social relations, social awareness, social environment, and social management. Through the construction of rural civilization, it can enhance the social living environment in rural areas, shape the practicing subjects of civilization, achieve the goal of building beautiful villages, and improve the economic development level of rural areas. Therefore, continuously improving the construction of rural civilization can effectively empower the current comprehensive rural revitalization strategy.
(1) Empowering Rural Social Harmony and Stability through Rural Civilization Construction
Livelihood is the foundation of people's happiness and social harmony. Our development is people-centered, always adhering to the principle of development for the people, development relying on the people, and the sharing of development achievements by the people. Building a harmonious and stable society is an inevitable requirement for achieving the sharing of development achievements by the people. Harmony is a fundamental force for the prosperity and stable development of society, and it is also the ideal goal of rural grassroots governance under the current rural revitalization strategy. To promote the harmonious and stable development of rural society, efforts should be made in several aspects, including the moral cultivation level of residents, rural living environment, rural governance efficiency, and rural economic development level.
Firstly, promoting the construction of rural civilization can effectively enhance the moral cultivation level of residents. By carrying out rural civilization construction projects in rural areas, it is conducive to spreading socialist core values, promoting the concept of emphasizing family, family education, and family ethics, and carrying forward the traditional virtues of the Chinese nation. Change the bad habits of favoring sons over daughters, extravagance and waste, excessive comparison, and feudal superstition in rural areas, and promote the excellent traditional Chinese agricultural culture of neighborly mutual assistance, enthusiastic help, marital harmony, brotherly respect, diligence and thrift. Cultivate farmers' correct consumption concepts, advocate green and economical production and lifestyle, and promote the formation of loving and united interpersonal relationships in rural society. Secondly, the construction of rural customs and civilization helps to promote the ecological environment construction in rural areas. The rise of ecology leads to the rise of civilization, while the decline of ecology leads to the decline of civilization. It is necessary to form an ecological environment awareness among farmers that conforms to nature, respects nature, and protects nature, and to construct an ecological pattern conducive to sustainable rural development in agricultural work. This will make green production and lifestyle a conscious behavior of farmers, achieve the common progress of rural cultural prosperity and beautiful ecological environment in the new era, create more material and spiritual wealth to meet the growing needs of farmers for a better life, and provide more high-quality ecological products to meet the growing needs of a beautiful ecological environment. Thirdly, the construction of rural customs and civilization helps to improve the governance efficiency in rural areas. Social governance is an important area of national governance and also an important aspect of social construction. Boosting the construction of rural ethics and civilization always adheres to the leadership of the Party building, always adheres to the centralized and unified leadership of the CPC, and forms a combination of villager autonomy, rule of law and rule of virtue in the actual governance process. It is of positive significance for selecting outstanding rural governance talents, improving rural governance efficiency, and cultivating the sense of ownership of farmers. Fourthly, promoting the construction of rural civilization can enhance the level of rural economic development. The modern economic system in rural areas is a whole constructed by the interrelationships between various links, levels, and fields of social and economic activities. Promoting the construction of rural civilization can create and showcase advantages. A coordinated and interconnected urban-rural regional development system promotes positive interaction between rural and urban areas in terms of talent, culture, technology, and other aspects.
(2) Empowering the development of rural characteristic industries through the construction of rural customs and civilization
On the road to promoting common prosperity for all people, rural characteristic industries refer to "resources and environments rooted in the advantages of agriculture and rural areas, hosted by local farmers, showcasing local regional characteristics, developing rural values, and producing unique quality products, including specialty foods, specialty handicrafts, specialty animal husbandry, and other industries." Vigorously promoting the current construction of rural customs and civilization can to some extent contribute to the development of advantageous rural areas, competitive and orderly market systems, environmentally friendly green development systems, and talent driven development systems.
Rural resources, natural environment, and historical traditions are often unique advantages for the development of rural industries. Rural areas can vigorously develop rural cultural industries characterized by leisure tourism, red tourism, and folk tourism, as well as rural green industries characterized by agricultural product planting and breeding. The construction of rural cultural civilization can to some extent transform local cultural capital into economic capital, adhere to local conditions, fully utilize local historical relics, excellent traditional culture, natural resources, etc., transform local cultural advantages into tourism resources, and shape local industrial brands. Not only can it increase the economic income of local villagers and improve their living standards, but it can also give farmers more time and energy to build their own spiritual civilization. Building a civilized rural culture can improve the order of rural market transactions and create a clean and orderly harmonious rural social environment. The construction of rural civilization can vigorously develop a green economy, strengthen resource conservation and improve resource utilization efficiency, and synergistically promote high-quality development and high-level protection in rural areas. The construction of rural civilization can retain young and middle-aged rural labor force by improving the living standards of rural society, improve the hollowing out and aging of rural areas, and provide more talent capital for the development of rural characteristic industries. Vigorously strengthening the construction of rural customs and civilization can promote local governments to invest more capital in rural construction, increase the intensity of investment in rural public cultural facilities and services, and improve the living environment, continuously achieving the task of building livable, business friendly, and beautiful countryside. On this basis, the infrastructure for the construction of rural civilization will gradually improve, and the cultural infrastructure construction of rural libraries, reading rooms, cultural squares, and so on will be enhanced.

2. Exploration of the challenges posed by the current rural situation in the new era to the construction of rural customs and civilization

The 18th National Congress of the Communist Party of China pointed out that the contradiction between the growing needs of the people for a better life and the unbalanced and insufficient development is the main contradiction in China. Although the construction of rural civilization in the new era has achieved a series of significant achievements, it still faces a series of practical problems that cannot be ignored, which bring huge challenges to the construction of rural civilization in the perspective of rural revitalization. The main problems are the gap in the level of urban and rural economic development, which leads to the lack of the main body of rural civilization construction in the context of urbanization, the need to improve the comprehensive quality of rural groups, and the insufficient implementation of the work of changing customs and traditions in some rural areas. The excellent traditional culture in rural areas is gradually declining, and the protection of rural traditional culture has not yet been formed. issues such as improved mechanisms, Pay close attention to these issues in order to achieve significant development in the construction of rural civilization in the context of rural revitalization.
(1) There is a gap in the level of economic development between urban and rural areas, and there is a lack of the main body of rural civilization construction in the context of urbanization
At present, there is still a binary system between urban and rural areas. Due to the pulling force of urbanization and industrialization, a large number of young and middle-aged laborers in rural areas of China have migrated to cities for work, and the labor force left behind in rural areas is mostly farmers over 45 years old. In view of the change in the mode of vitality, a large number of young and middle-aged laborers in rural areas have migrated to cities, leading to the continuous loss of rural labor force and the intensification of the trend of rural hollowing out. Once young and middle-aged laborers obtain a more comfortable and stable living environment in cities where they work and live, they will gradually adapt to urban life and settle down. After that, it will be difficult for them to return to rural areas, and those who stay in rural areas are mostly left behind children and empty nest elderly with lower cultural levels. Over time, this will lead to fewer and fewer members of rural society and a lack of the main body of rural civilization construction.
On the one hand, the current education resources in rural society are relatively scarce, and there is a significant gap between rural education and urban education, whether it is the construction of educational infrastructure or the teaching level of rural teachers. The cultivation of people's teachers requires a large amount of material and human resources, and teachers themselves also need to invest time and money costs. After graduation, a very small number of teachers are willing to actively root in rural areas, complete the transition from "following" to "rooting", and make their own contributions to the development of rural education. Most teachers still tend to choose urban schools with more convenient living and better infrastructure. Over time, there will be fewer and fewer high-quality teachers in rural areas, and the rural teacher team will have lower educational and teaching levels, which will affect the improvement of rural education and greatly hinder the talent cultivation in the construction of rural civilization. On the other hand, the current binary system has led to rural hollowing out and severe aging, with most farmers relying mainly on migrant work for income. A large number of young laborers with quality, good education, and production skills have gone out to work, leaving behind relatively low educated farmers, resulting in a generally low level of education in rural areas. The lack of young and middle-aged laborers of appropriate age further hinders the development of rural industrial economy and restricts the improvement of rural culture and civilization. However, the rural long-term population, mainly consisting of middle-aged and elderly people and left behind children, has a low willingness to invest in the construction of rural civilization due to their lower education level, limited acceptance and innovation ability. To solve the above problems, we still need to start from narrowing the urban-rural development gap at the root. Therefore, there is still a long way to go in order to improve the economic development level of rural areas and enable more high-quality population to stay in rural areas for the construction of rural civilization.
(2) The comprehensive quality of farmers needs to be improved, and the work of changing customs and traditions in some rural areas is insufficient
In traditional rural society in China, "reverence for nature and unity of man and nature" is a traditional value concept. As the orthodox culture of rural China, agricultural culture is characterized by the pursuit of simplicity, neighborly friendship, family unity, mutual assistance, diligence and thrift. Agricultural culture has lasted for thousands of years, and seal carving is deeply ingrained in the blood of Chinese farmers, maintaining the foundation of their values. However, since the reform and opening up, China has joined the world market, causing a large outflow of rural population and the settlement of modern rural enterprises in rural areas. Agricultural culture has been strongly impacted by modernity, and Western capitalist culture has begun to flood into rural areas, impacting traditional agricultural culture and the comprehensive quality of farmers. In order to counter the impact of Western capitalist ideas and create a clean and upright atmosphere in rural China, the Central Committee of the Communist Party of China has carried out a nationwide campaign to change customs and traditions, with keywords such as weddings, funerals, farewell ceremonies, toilet revolution, elimination of traditional customs, and green ecological health. Significant results have been achieved, but there are still shortcomings in the implementation of customs and traditions in some rural areas.
Due to economic development and cultural factors, rural areas have been lagging behind for a long time, and many farmers have low levels of education and overall low ideological and moral qualities. Currently, the comprehensive quality of farmers has become the primary obstacle to the construction of rural civilization. On the one hand, due to factors such as economic level, traditional customs, and educational infrastructure, the overall education level of farmers is relatively low. Many farmers' activities are limited to farming and family, with little contact with the outside world, and they have no understanding of some cutting-edge science and technology, current affairs and policies. On the other hand, rural feudal superstitions are deeply rooted, and farmers' ideological concepts are still conservative and outdated. There is still a long way to go to eradicate them. From the perspective of carrying out the work of changing customs and traditions, the low comprehensive quality of farmers is mainly reflected in several aspects such as weddings and funerals during weddings and funerals, feudal superstition, preference for sons over daughters, and the need to improve scientific and cultural literacy. Currently, due to the improvement of rural economic level, there is a growing trend of waste comparison. Marriage, funerals, weddings, and red and white celebrations often involve comparing the amount of gift money, hoping to showcase one's economic strength through food, clothing, expenses, and the size of the house, using the amount of gift money as a channel for comparison; At present, the feudal superstitions in rural areas are still deeply rooted, and farmers often retain some ignorant customs, such as not going to the hospital when sick but divinating, burning incense to seek gods when encountering problems, and entrusting personal development to gods, etc; For a long time, the trend of favoring sons over daughters has been prevalent in rural areas. Many farmers believe that "daughters who are married off are like water splashed out, " and in rural areas, having a son is considered honorable and having a daughter is considered shameful. Many villages still maintain a strong sense of clan identity, believing that women cannot enter ancestral halls and retaining outdated ideas such as "there are three ways to be unfilial, and having no offspring is the greatest"; At present, the scientific and technological progress in rural areas is mainly led by the government. Many farmers have conservative ideological concepts and still rely on traditional manual methods for sowing, fertilizing, watering, and harvesting, which are inefficient. They do not know how to use cutting-edge science and technology for production and are unwilling to learn new technologies.
(3) The excellent traditional culture in rural areas is gradually declining, and a sound mechanism for protecting rural traditional culture has not yet been formed
Culture is the soul of a nation and the common spiritual home of the people, as the saying goes, 'To seek the elders of a tree, one must solidify its roots; to seek the distant flow, one must dredge its source.'. In today's world, culture plays an increasingly important role in the competition of comprehensive national strength. Whoever occupies the cultural high ground can seize the initiative in the fierce competition. The Chinese nation has an excellent traditional culture spanning five thousand years, which is the spiritual lifeline of the Chinese nation and an important source of nurturing socialist core values. The excellent traditional culture in rural areas is the root of the countryside. Only by promoting the combination and inheritance of excellent traditional culture with the characteristics of socialism with Chinese characteristics can we explore a suitable path for the development of rural culture and find the true spiritual basis for the construction of rural civilization. However, the current reality of the lack of inheritors, damage to objects, and incomplete and inadequate protection policies in rural traditional culture has led to signs of decline.
Firstly, there is a lack of inheritors of traditional rural culture. As mentioned earlier, under the current dual system of urban and rural areas, there is a significant gap in economic development between urban and rural areas in the process of urbanization. Rural young and middle-aged laborers are unwilling to be bound by land and choose to settle in cities in large numbers, resulting in a rural population mostly consisting of middle-aged and elderly people over 45 years old and left behind children, leading to hollowing out and aging of rural areas. Traditional rural culture has lost its young main force for inheritance and innovation. The traditional agricultural culture is inherited in rural China, and the massive loss of rural population will lead to a crisis of recognition of the value of agricultural culture. The economic benefits obtained from inheriting and promoting excellent traditional culture in rural areas are often not optimistic, so the existing inheritors of excellent traditional culture in rural areas are facing the dilemma of aging but unable to find successors; Secondly, the material and intangible cultural heritage that carries rural traditional culture are gradually declining. This includes both material cultural heritage such as villages, buildings, ancestral halls, and ancient bridges with historical and cultural significance, as well as intangible cultural heritage such as folk culture, skills, opera, medicine, textiles, and so on. The inheritance and development of excellent traditional culture in rural areas often rely on certain objects, among which traditional festivals, customs, folk art and culture are all objects of inheritance. Due to the pulling force of urbanization, farmers' sense of identification with local folk culture gradually weakens or even disappears, ultimately leading to the loss and decline of folk culture. In fact, many historically significant ancient villages and buildings are currently facing the problem of ineffective protection and severe natural damage, resulting in the inability of excellent traditional culture to be carried by material carriers. Finally, there is currently no well-established protection mechanism for traditional rural culture. Rural local culture and natural resources are abundant, but due to various factors, a large number of excellent local culture, historical relics, and folk art are difficult to fully explore. At present, the development of rural areas often does not attach importance to preserving the original historical and cultural relics, and cannot develop rural resources according to local conditions, resulting in a large number of development situations that harm nature and historical relics.

3. Exploring the Path of Rural Revitalization and Civilization Construction in Rural Areas

From a macro logical perspective, the construction of rural civilization is an inevitable requirement for the comprehensive construction of a socialist modernized country and the realization of the great rejuvenation of the Chinese nation; From a micro perspective, the construction of rural civilization is an inevitable requirement for changing the rural production and living environment and enhancing the ideological and moral cultivation of farmers. In the new era of socialism with Chinese characteristics, the construction of rural civilization is a comprehensive and systematic project. It is necessary to fully mobilize various existing resources, form a joint force, and jointly promote the implementation and effectiveness of rural civilization construction work. In order to solve the problems of low comprehensive quality of farmers, imbalanced supply and demand of public culture, gradual decline of excellent traditional culture, and lack of enthusiasm for diverse subjects to participate in the construction of rural civilization in the context of comprehensive rural revitalization, this article will mainly focus on five aspects: promoting the improvement of the organizational construction of the rural governance system, adhering to the inheritance and development of excellent traditional culture in rural areas, ensuring the construction of facilities for rural public culture, strengthening the training of rural agricultural talents, and accelerating the transformation and upgrading of rural industrial structure, in order to try to find a feasible path for the construction of rural civilization.
(1) Promote the construction of rural culture and civilization through rural governance, and improve the organizational construction of the rural governance system
General Secretary Xi Jinping emphasized that "strengthening party building is the greatest achievement." The focus of rural governance work is at the grassroots level, with governance as the key and methods as the core. Rural governance is an important component of national governance, as well as an important foundation for rural revitalization and the construction of rural customs and civilization. To achieve grassroots governance in rural areas, it is necessary to give full play to the leading role of party building. In the context of rural revitalization and the comprehensive promotion of common prosperity for all people, rural construction is the top priority of the entire Party's work, and the Party's grassroots organizations are the cells of the body. To deeply implement the rural revitalization strategy and cultivate rural civilization construction, it is necessary to always adhere to and strengthen the Party's centralized and unified leadership over rural work, give full play to the fighting fortress role of grassroots Party organizations, improve the construction quality of rural grassroots organizational teams, and play a leading role in Party building. On the one hand, we must give full play to the leading and exemplary role of party members and cadres. The CPC is the vanguard of the Chinese working class, the vanguard of the Chinese people and the Chinese nation. On the road to the actual construction of rural ethics and civilization, party members and cadres should play the spiritual quality of "being brave, good, ahead, and exemplary", remember the original mission, inherit the red gene, and actively participate in the construction of rural ethics and civilization. Party members and cadres should fully respect the wishes of farmers, mobilize more farmers to play a leading role in ideological and moral construction and the creation of rural civilization, take the lead in practicing socialist core values, and integrate the construction of rural civilization into all aspects of comprehensively promoting rural revitalization; On the other hand, a combination of autonomy, rule of law, and moral governance should be adopted in grassroots governance. At present, the traditional familiar society model of rural governance is no longer sufficient for rural governance. Autonomy is a channel for farmers to actively participate in rural governance. We must adhere to the foundation of farmer autonomy, strengthen the construction of rural mass autonomous organizations, and improve and innovate a dynamic mechanism for village autonomy. The rule of law is the legal guarantee for rural governance. It is necessary to promote and cultivate the concept of the rule of law among farmers, establish a conscious awareness of learning, abiding by, and using the law, build channels for rural legal volunteer services, and consolidate the legal foundation of rural governance. Moral governance is the moral backing of rural governance. It is necessary to strengthen the promotion of moral concepts, guide farmers to consciously unify patriotism, love for the Party, and love for socialism, consciously practice socialist core values, love their families, unite their neighbors, and build a vibrant, harmonious, and friendly rural environment for good governance.
(2) Promote the construction of rural customs and civilization with traditional culture, and adhere to the inheritance and promotion of excellent traditional culture in rural areas
Excellent traditional culture in rural areas is the ideological foundation for rural development and the basis for strengthening the construction of rural customs and civilization. The unprecedented changes in the world today are accelerating. In the context of globalization, various types of information are mixed together. If we cannot firmly establish the foundation of excellent traditional rural culture, it will threaten the security of mainstream ideology and bring about a crisis of algorithmic bias. Excellent traditional culture is the root and soul of the Chinese nation. Inheriting and developing excellent traditional culture in rural areas is an inevitable requirement for achieving rural revitalization and a key element for realizing rural civilization. As the main body of rural revitalization, rural people must have a high degree of confidence in their local culture in order to provide spiritual support for achieving rural revitalization. The traditional culture inherited by the Chinese nation for thousands of years has long been engraved in the blood of the Chinese nation, becoming the cultural foundation for China to stand tall among the world's treasures. On the journey of comprehensively building a socialist modernized country and realizing the great rejuvenation of the Chinese nation, as well as fully promoting the deepening of rural revitalization and the construction of rural civilization, we must constantly create new cultural forms. This does not mean abandoning the excellent traditional rural culture, but rather constantly adding new forms and contents to it on the basis of safeguarding the existing traditional rural culture. On the one hand, it is necessary to fully integrate the excellent cultural resources of rural areas, which can be material heritage such as village buildings, ancient roads, ancient trees, and ancient streets that have been accumulated over a long period of time. Only by guarding the roots of traditional culture can the tree of traditional culture grow with lush branches and leaves. Relevant departments should resolutely implement the traditional culture protection project, eliminate destruction, and develop tourism resources reasonably, which not only preserves the roots of local culture, but also promotes the development of rural areas with excellent traditional culture; On the other hand, it is necessary to make reasonable use of and develop high-quality traditional culture in rural areas, and give it new connotations and add the background of the times through appropriate channels, constantly adapting to the ever-changing development of the times. Guided by the socialist core values, we must strengthen our confidence in traditional culture, absorb excellent cultural achievements from abroad, and achieve creative transformation and innovative development of high-quality traditional culture on the basis of protecting and inheriting excellent rural traditional culture. In the Internet era, high-quality traditional culture in rural areas will be promoted to a larger and broader stage through live broadcast and activities.
(3) Promote the construction of rural culture and civilization through public culture, and ensure the construction of facilities for rural public culture
In the context of comprehensive rural revitalization, achieving the construction of rural cultural civilization requires long-term efforts rather than overnight success. The construction of spiritual civilization among farmers relies on certain material carriers. Only by continuously optimizing the construction of public cultural facilities in rural areas can we consistently promote the construction of rural cultural civilization. In the new era of socialism with Chinese characteristics, we have completed the major historical task of comprehensive poverty alleviation and entered a new chapter of comprehensive rural revitalization. The construction of public cultural service facilities in rural areas often integrates the spiritual concepts that conform to the socialist core values into the thinking and consciousness of farmers through subtle and silent means, and then condenses them into the values of farmers in their daily production and life, becoming their spontaneous value choices. In practical work, to strengthen the construction of cultural venues, it is necessary to build a specialized management team, refine management division of labor, fully tap into local talent, and do a good job in managing and maintaining cultural facilities. To strengthen the infrastructure construction of rural cultural sites, relevant governments should increase investment in cultural infrastructure construction, prioritize the inclusion of cultural venues such as cultural squares, rural reading rooms, and cultural parks in the scope of infrastructure construction, and continuously meet the growing cultural needs of farmers. At the same time, in the Internet era, the construction of rural cultural fronts should not only be offline, but also take full account of online. We should make full use of new forms and new technologies to deliver high-quality cultural products that meet the needs of the times to rural areas. For example, through online platforms such as online farmer's bookstore, village and town WeChat official account, Tiktok platform, learning power, etc., cultural content such as various current affairs policies, cultural information and farming knowledge will be presented through the Internet. We should actively carry out diverse cultural activities, rely on local advantages in history and natural resources to broaden the forms of activities, mobilize local literary and artistic organizations and workers, form a public cultural brand with distinctive characteristics and social influence, and enhance the satisfaction of farmers and the masses with the activities. Carry out characteristic activities such as square singing and dancing, opera entertainment, literary lectures, and traditional festivals. For example, based on its own red tourism resources, Shapi Village in Xinyu, Jiangxi Province, relies on the Red Army Command Headquarters, Peng Dehuai's former residence, and other old sites to promote the revolutionary history of the Red Army through volunteer cultural performances and other forms, enriching the spiritual and cultural needs of the villagers.
(4) Promote the construction of rural culture and civilization with a talent team, and strengthen the training of rural agricultural talents
General Secretary Xi Jinping pointed out that "China's modernization cannot be separated from the modernization of agriculture and rural areas. For talents, we should fully cultivate their enthusiasm to root in rural areas, utilize their theoretical knowledge and agricultural skills, and strive to achieve the goal of using talents to promote rural development. Firstly, it is necessary to strengthen the training of agricultural talents in agricultural and forestry universities. The Opinions of the Central Committee of the Communist Party of China and the State Council on Doing a Good Job in the Key Work of Comprehensively Promoting Rural Revitalization in 2023 points out that "it is crucial to safeguard the basic principles of agriculture, rural areas, and farmers, and we cannot afford to lose them." Currently, agricultural and forestry universities are the main fields for cultivating talents related to agriculture, rural areas, and farmers. It is urgent to take root in reality, take the construction of new agricultural science as an opportunity, adhere to the principle of "cultivating people with moral character as the foundation, and taking the responsibility of strengthening agriculture and promoting agriculture", create "three innovation education", and continuously cultivate excellent talents related to agriculture; Secondly, on the basis of protecting existing intangible cultural heritage, more attention should be paid to protecting and excavating the inheritors of rural intangible cultural heritage. Different from foreign navigation civilization, China's civilization originates from agricultural culture. China has nurtured bright intangible cultural heritage, including Paper Cuttings, wood carving, embroidery, folk art, medicine, and so on, in the development of agricultural civilization. Rural areas should constantly explore the inheritors of rural intangible cultural heritage in the process of protecting intangible cultural heritage, improve and establish the incentive mechanism and archives of rural intangible cultural inheritors, and give priority to protection, so that rural intangible cultural heritage can be inherited, continued, and developed; Finally, we need to promote the transformation of rural teacher teams from "entering the countryside" to "rooting in", so that rural teachers can adhere to the rural cause. Rural teachers are the leaders of advanced culture in the new countryside, possessing the cultural literacy to 'transform' rural people and rural society through culture. The construction of a high-quality rural teacher team is a valuable talent resource in rural areas, capable of serving as disseminators of excellent rural culture and think tanks for rural grassroots governance. The national government departments, legislative bodies, and normal universities have formed a joint force to actively adopt policies, improve relevant laws, and cultivate the spirit of scientists to help rural teachers root in the countryside.

"The most important thing to build a rural cultural industry is to grasp its own characteristics and maintain its local flavor, so that it can become one of the more attractive advantageous industries." The construction of rural style and civilization is an important part of rural construction under the current rural revitalization strategy. Only by cohesive force and perseverance, constantly improve the material level of the rural economy, broaden the channels for farmers to increase income and become rich, and promote high-quality development of agricultural and rural areas, can we achieve the goal of crowing more social capital into the current cause of rural style and civilization construction. To promote the transformation and upgrading of rural industrial structure, and to use rural economic development to promote the construction of rural civilization, we can start from the following two aspects. On the one hand, we need to develop rural characteristic cultural industries. Taking the lead of the local government in overall planning and implementation, based on the endowment of rural resources, we will continue to make efforts through various forms such as "government led, cooperative driven, and farmer participation" to leverage the industrial agglomeration effect, drive local farmers to integrate into the industrialization chain, and create a branded path for the development of rural cultural industries that is in line with local characteristics. On the road to comprehensively realizing the great rejuvenation of the Chinese nation, realizing the great Chinese dream of national prosperity, national rejuvenation, and people's happiness, we must fully consider various practical factors according to our own actual situation, bravely overcome various difficulties that arise on the path of progress, and find a path of rural civilization construction that is tailored to the local conditions and has Chinese characteristics. Starting from the positive significance of empowering the comprehensive revitalization of rural areas through the construction of rural civilization, this article explores the current situation in rural areas, identifies the practical difficulties encountered on the road to rural civilization construction, and attempts to find effective paths for building rural civilization. The aim is to lay the foundation and empower, improve quality and efficiency of rural civilization construction in the perspective of rural revitalization.
